There isn't. You really start from scratch... Almost...
The only css from Joomla that is always loaded, that I know of, is joomla-alert.min.css.
Other than that you are free to do whatever you want.
All CSS comes from your template and possibly from 3rd party extensions.
Joomla does come with own assets you can load, i.e. bootstrap and fontawesome.
Though you need to add them to your template yourself.
See how Cassiopeia does that
You could load your own template and remove all your CSS and see what remains.
